I allways believed the license to be GPL v2 or later: As GPL v2 says:

| If the Program does not specify a version number of this License,
| you may choose any version ever published by the Free Software
| Foundation.

But I have no objections to stating that fact explicitly. Technically
one could argue that your are eliminating GPL v1 but that is ok.
