This was either inserted by your mailer or your mail reader; logcheck does not specify any character encoding itself. If it did, though, unknown-8bit would probably be the only acceptable choice. Even if there was a way for logcheck to determine a specific encoding for a log file (see bug #401259), it cannot possibly vouch that whatever's in there will in fact adhere to that encoding. (This is especially true for encodings like UTF-8.)
