Nope. I do not believe it is necessary. But I belive it is a good idea. It would also make sure init.d/winbind is inserted into approximately the same place with dependency based boot sequencing as it had in the old boot sequencing. It used to start after syslog was operational, and should probably continue to do so. It would also make it easier for packages like watchdog (see #540390) to start a script before most daemons are started, by asking to be executed before $syslog.
