Bootlogd only work during boot, with the tty set to the console.  The
problem you report is a problem with locating the current tty when it
is a pseudo-terminal, and was solved in version 2.87dsf-1.  But
restart is not really support to work the way you use it.  After
enabling bootlogd, you will see a file /var/log/boot after the next
boot if it worked. :)
