If you are talking about the hwclock stuff, it is wrong and a bug that need to be fixed in util-linux (#520607). The problem is not fatal - one call will succeed and another will fail. One is sufficient. If you are talking about anything else, I do not understand what you are talking about. What seem wrong about this? Why should bootlogd start before hwclock*?
