Now I have a question. I'm quite sure it isn't the right place, but it's
the right moment to ask. :)

I wonder what is the best way to proceed whenever I see a bug in
testing. (I could ask the same question for stable or unstable,
perhaps it would be a little different).
My concern is to not send bug reports unnecessarily.
Should I check upstream if the bug has been fixed before
reporting?
How do I do that? Is there an easy way to check the change log for the
package upstream without downloading/installing it ?
