Using the context menu from the gnome-panel tasklist applet works fine though, and the system otherwise functions normally.
Killing and restarting sawfish does not help. Whatever is interfering only gets killed after logging in or out. This behaviour is reliably reproducable, with at least 'SIP Communicator' and Juniper Networks' Network Connect client.
