There is one, but that's really risky. I don't know the correct place; it's either in Frank Küster's or Norbert Preining's public home folder (see prior posts in this mailing list). The simple and documented way is to put everything in ~/.texmf/ for your own user, or if you wish to propagate it to every user, install it in $TEXMFLOCAL, which is usually /usr/local/share/texmf (see /etc/texmf/texmf.cnf for more information). When installing, you have to respect the TeX Directory Structure (TDS) to get your locally installed package working.
