You're missing the point here.  Patches for Debian packages should
normally be able to be applied with patch -p1 in the root directory of
the package (this even applies to patch system patches, the main
exception is multi-tarball packages with patch systems).  This is not
the case for either your patch or the header you included there, both
have been generated with -p0.
