postgresql reccomends using the pg_dump version that matches the
destination database. but pg_wrapper does not
provide a way to do this.

Obvously dumps made for backups should use the matching version of
pg_dump, but for upgrades there should be a way to use the new version.

perhaps a switch like --use-binary-version=8.4
or --use-binary-version=latest
