libcln-dev inappropriately ships /usr/share/info/dir.gz, leading to a

Out of curiosity, I just re-built cln_1.3.0~beta1, which I've uplodaed
two months ago and which did not contain the dir.gz file. It turns out
that the re-built package does contain that file.
I can and will work around the problem, but this does not look like the
right place to fix it. I don't know which build system component is the
culprit, though.
