Hey. I've been seeing this problem as well over the past few months
during development of some proxy software. apt-listbugs pretty much
never gives me a problem otherwise (save on notoriously bad
connections), but behind my proxy it was failing 3-4 times, on average,
before succeeding.

I tcpdumped several of these failure/failure/failure/success series, and
the content was equal for all requests and responses. The only
difference was the timing between, and distribution of data across,
packets.

More packets, arriving more sporadically, mean more apt-listbugs failures.

It reeks to me of improperly-handled network I/O or event polling. Is
apt-listbugs looping on short reads/writes, etc? Is it properly looping
on EINTR? etc
