That explains it then. Logrotate was inheriting a path from cron
without /usr/sbin.

It is the default environment, it just happened to be the default
environment you get when you run 'crontab -e' as root.

Go ahead and close out this bug if you feel Debian is working as designed here.

Would be nice if logrotate gave an appropriate diagnostic for failed
postrotate scripts though.
