Well, I didn't enter that manually. Reportbug took it from
the environment. Double check:
merkur:~/bin# apt-cache policy libchipcard-tools
libchipcard-tools:
Installiert: 4.2.8-1
Kandidat: 4.2.8-1
Versions-Tabelle:

I didn't notice that. HAL is running fine for me. It
shouldn't be needed, however, as I am only using one
manually configured reader and device scan is disabled.

Ah, probbably not, because I had it disabled during upgrade
via rcconf. I only re-enabled it afterwards.

this is with libchipcard-tools disabled from rcconf:
merkur:~/bin# ls -l /etc/rc?.d/???libchipcard-tools /etc/rc?.d/???hal
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc0.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc1.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc1.d/K16hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc2.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc2.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc3.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc3.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc4.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc4.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc5.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc5.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 12. Jun 16:59 /etc/rc6.d/K00libchipcard-tools ->
../init.d/libchipcard-tools
and this with libchipcard-tools re-enabled from rcconf:
merkur:~/bin# ls -l /etc/rc?.d/???libchipcard-tools /etc/rc?.d/???hal
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc0.d/K20libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc1.d/K16hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc1.d/K20libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc2.d/S20libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc2.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc3.d/S20libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc3.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc4.d/S20libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc4.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc5.d/S20libchipcard-tools ->
../init.d/libchipcard-tools
lrwxrwxrwx 1 root root 13 3. Jun 2007 /etc/rc5.d/S24hal -> ../init.d/hal
lrwxrwxrwx 1 root root 27 15. Jun 13:35 /etc/rc6.d/K20libchipcard-tools ->
../init.d/libchipcard-tools
So it seems, no, it wasn't fixed.
