This bug is not fixed: all you have established is it isn't
kvm's problem, so please don't close it. Perhaps it needs
to be reassigned to something else -- udev?

I have udev

ii  kvm            72+dfsg-5      Full virtualization on x86 hardware
ii  udev           0.141-1        /dev/ and hotplug management daemon

The group exists and the permissions are wrong.

(nothing)
