Currently vncserver starts with depth of 16 unless users remember to
pass the -depth option. They rarely do and then complain about ugly
graphics. /usr/bin/vnc4server says that

Could vnc4server also eval some /etc/vnc4server.conf? Surely an admin
cannot be expected to edit a file under /usr to configure default
options.
