this may be a silly question, but have you tried changing the rrdtool
version to 1.3.x? does the "working" system also use 1.2.x? i believe
that 1.3.x should be the version available in lenny, maybe it's just that
after upgrading this wasn't detected and the old value was retained?

sounds like a good insurance policy :)
some other thoughts:
* check the contents of /var/log/cacti, particularly poller-error.log
to see if there's anything out of the ordinary showing up in these
files.
* try rebuilding the poller cache and snmp cache via "system utilities"
* try comparing the previous select command you did between the two
hosts to see if anything is different.
