No point, it already exists and is installable. Something appears to

sudo is used when it is needed, hence this message.

You will now have to use sudo to clear out the /home/lindi/.apt-cross
directory:

$ sudo rm -rf /home/lindi/.apt-cross/

You haven't got the emdebian repository in your apt sources. This is
usually done during the libemdebian-tools-perl postinst script. Post the
output of:

$ apt-cache policy

The Emdebian repository contains the toolchain for armel on amd64. You
must have it in your collated sources. Check for a file:

$ cat /etc/apt/sources.list.d/emdebian.sources.list

# The Emdebian toolchain repository
deb http://www.emdebian.org/debian/ unstable main
deb-src http://www.emdebian.org/debian/ unstable main

If it doesn't exist, use:

$ sudo dpkg-reconfigure -phigh libemdebian-tools-perl
Creating config file /etc/apt/sources.list.d/emdebian.sources.list with
new version

Then re-rerun 'sudo apt-get update' and try emsetup again:

$ sudo apt-get update
$ emsetup --arch armel --verbose -s

Checking for suitable apt sources.
