What about ftp ?
vsftpd unstable works with IPv6. I migrate vsftpd to work under xinetd to listen both ipv6 and ipv4 addresses.
Is there a problem with ftp.ru.debian.org ?
ftp.ru.debian.org (ftp.chg.ru) always overloaded and provide very small download speed for me. Also, it has bad connectivity with me.

This question because mirror.yandex.ru is not pushed according to our
records.

In the future, consider updates using push setup.
