I noticed this myself recently and worked on in - but seemingly forgot
to finish up correctly, so it still isn't fixed in the newest release
currently in experimental.
Corrected now: Should be right in next release.

I imagine that changing priority can have bad sideeffects.
Currently that file is indeed cirtually empty, but imagine if real
content was added in the future.
I will make the packaging drop the file if empty, and fail if not (to
force us to then revisit this bug).
