I'm a permanent guest at the Standards Israeli Institute's sub-committee
for Hebrew in computerized systems. Very recently, someone asked to
reopen the Hebrew keyboard standard to address precisely these types of
deficiencies. The standard is up for rediscussion sometime this year.
Hopefully, the new standard will address all missing characters, as well
as resolve the horrid location in which diacritics are currently placed.
