That should not be the case on any Debian system as ifupdown's postinst goes to great lengths (like 50 lines of code) to generate /etc/network/run in an appropiate manner. I'd rather not stomp on ifupdown's feet by blindly mkdiring the directory on installation as ifupdown surely has reasons for taking so much care.
