Provided that #528776 is fixed, there still has to be a "packaged" way to activate the SOAP server, wheras current guidelines in README.Debian ask to cp from nusoap source. I don't see any obvious reason why SOAP wouldn't be activated by default, but maybe I'm lacking historical elements, or knowledge of its code. I'm thinking of either just adding a dependency on libnusoap-php (see ITP at #529275), with the right require_once() path, or some kind of optionnal activation, depending on some debconf question, maybe ?
