This package is not in Debian (and from what I can tell never was).
Where did you get it from? What does
dpkg -p lftp-ssl | grep Maintainer:
say?
I guess you got this from ftp.telfort.nl/debian-unofficial/pool/main/
or somewhere? In that case, sending your bug report to Debian doesn't
help since we don't ship that package.
