Hi.
I see the same here on two machines where I wanted to use apt-rpoxy.
IMO, this bug is actually grave since apt-proxy is really pretty useless
if it does only work one or two times in a row.
However, I leave it to the maintainer to change severity levels, I am
not interested in a severity-war.
