lib/debian/bts.rb contains 'ParseStep' which is currently set as
constant of '200'. This is the number of bugs to process in one Soap batch.
If your network is iffy, or the server is iffy, the number should be
decreased and maybe add a retry after a pause. (Which will make the
no-fail case be slower)
This should be a tunable.
