Hello.

as reported in #524914 I am a DD now. Now I uploaded some packages, some where 
the
DM-Upload-Allowed flag was still in from previous uploads (and which I also 
removed)
and some packages (e.g. videocut 0.2.0-3) where never the flag was added.

The last one uploads were REJECTED with the following reason:

> Rejected: Source package videocut does not have 'DM-Upload-Allowed: yes' in 
> its most recent version
> Rejected: [email protected] is not in Maintainer or Uploaders of source 
> package videocut

Which means in the current implementation of debian-maintainers a DD is not able
to upload packages if he still is listed in the dm-keyring.

Shouldn't be the procedure to check if the sign of the uploader is okay the 
following?:

* key is in the debian keyring
        => ACCEPT
if not:
* key is in the debian-maintainers keyring
        => ACCEPT
if not:
        => REJECT
