        So this is a problem with
 /etc/kernel/postrm.d/initramfs-tools

        Right. We need to get the script in
 /etc/kernel/postrm.d/initramfs-tools  
 fixed. Any idea where it came from?

        Does
  dpkg -S  /etc/kernel/postrm.d/initramfs-tools
   tell you anything?
