I've determined that my layout failure must be different to this bug. For me the layout is fine at login, but breaks when the USB keyboard is inserted. That's with v2.24.
I'm not sure about the correlation with suspend/resume, perhaps that's due to the same mechanisms (HAL?) that configure a newly inserted USB keyboard.
