Justification: fails to build from source

Automatic builds of pcp-gui have been failing:

| checking if yacc is executable...  no
| 
| FATAL ERROR: did not find a valid yacc executable.
| You can either set $YACC as the full path to yacc
| in the environment, or install a yacc/bison package.

To remedy this, please add bison to Build-Depends.
