The package requires proprietory libraries (which is why it's in contrib),
and those libraries require that this environment variable be set. If
you're trying to build it yourself, you have to have a properly configured
Informix development setup.
The package isn't supposed to be auto-built, see
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=246347
Could you comment further about which of these was the problem?
