Yooseong, looks like a bug in the -ko locale package not thunderbird. Try the
-de locale. It works. A quick view revealed that you don't use a unique
extension id for your locale-extension, but the extension id of the default
theme. do a dpkg -L mozilla-thunderbird-locale-de to see the difference. use
uuidgen to generate your own (e.g. and change the uuid in the topmost
install.rdf too.)

If you can reproduce it with -de, feel free to reassign it back. For me -de
works fine.
