apt-listchanges' config script does not look into the config file but just
assumes
the values in the debconf database are still valid.
It should first check if listchanges.conf already exists and if yes try to get
the values from
there before so that the user can change those values by hand in the config
file without being
asked to restore the previous state with each upgrade.
