Usage of virtio is determined by the selected ostype. Using
generic/generic should disable virio and therefore find a PXE rom.

Sure, but with that kind of error message it is quiet difficult to figure out, what's wrong. And choosing generic/generic when I know exactly what operating system I want to run within the guest, wouldn't come in my mind :-)

A chance to already select the NIC model on creating the guest would be great.

Ubuntu has split the PXE rom's into a separate package, kvm-pxe. Maybe that would be a way for Debian too. Including pxe-virtio.bin.
