This doesn't make any sense to me.  Debian distributes files under GPL
and files under 4 clause BSD, and that's never been a problem, I don't
see what them being in the same tarball would change, if at no point
they're combined to form a derivative work.  The GPL explicitly
authorizes mere aggregation.
