Added to the SVN (which is indeed the debian-installer SVN). However, for Kazakh to be activated in win32-loader, you need to get NSIS (http://nsis.sourceforge.net) translated into Kazakh. Please note that NSIS does not use gettext for localization and is completely external to Debian....so we cannot really help here.
