The point is not the delays, but a useless file slowing every call to
modprobe (which indeed is run a hundred times during bootup).
This is minimal, but everything helps.

As from my personal experience, especially servers benefit from udev
since it solves the problem of network interfaces and block devices
changing their names at every reboot.

There is not exactly a plan, but it's mandatory for all relevant other
distributions and more and more features require it.
