Please keep running CUPS as root. It is the only way to be able to
ensure strict RFC1179 compliance, until capabilities or another more
fine-grained privilege management system is there. Running cups as
non-root has operational interoperability problems: It cannot print to
Solaris LPD servers, for example.

(Only the LPD backend needs to be run as root, and only at the moment
 it binds to a port to connect to the remote server. But Cups
 currently doesn't support such a fine-grained choice.)
