The problem can be avoided when using pvr://frequency=399250,/dev/video0 instead of the EXTVLCOPT options. Thus, the bug can be closed.

It seems that this problem appeared due to the disabling of m3u
EXTVLCOPT options (CVE-2007-6683). Interestingly, vlc creates those
options itself, when saving the pvr parameters in a playlist file.
