iproute and bridge-utils are never used unless "-net tap" is specified.
Some users (take me for instance) could happily live without this
option. Please recommend those packages instead of depending on them.
As far as I understand, python dependency was introduced solely for
/etc/kvm/utils/kvm, which is undocumented, broken (#452395) and,
generally speaking, not very useful.
