Hi, maybe the best way to handle this without reinventing the wheel is for pbuilder to Recommend (apt-cacher|apt-cacher-ng|squid|$otherlocalcache). Pbuilder really needs a local cache to avoid putting an unnecessary burden on the official mirrors.
