Okay, I guess the intention was to change over to 'hrng', but it looks from http://patch-tracking.debian.net/patch/debianonly/view/rng-tools/2-unofficial-mt.10-2 like ./debian/rng-tools.default wasn't patched, which it should have been even though the options are commented out.
