libsensors3 does not control the fan of your notebook. Given what you
describe, it is most probably controlled by the BIOS or by a sensor
chip. The fact that putting your notebook into suspend and back to run
mode makes the fan control working seems to indicate that the bug comes
from the kernel. Reassigning the bug there.
