Included with the ipsec-tools is the internal lib
/usr/lib/libipsec.so.0.0.0 which has a bad (or unset) SONAME that should
be changed in the first place. 

Moreover to link some app with with -lipsec there'd need to be a
libipsec.so and some libipsec-dev package including its headers.

This violates the Debian policy recommendation (Section 8.1) as it
doesn't offer the possibility to create homemade ipsec utils against
this lib.
