That is unfortunate. When it works, it is very much faster than tor. I hope that some cascades outside of Germany will be started, and the package gets de-orphaned. Also, your citation [1] says:

According to ยง113a Section 8 of the German Telecommunications Act it is forbidden to log any information about destinations and requested Internet pages. Therefore neither IP-addresses of contacted servers nor requested URLs will be logged.
Thus the data-retention doesn't sound completely dire. Also, I assume that the NSA and/or other US entities are logging and/or causing to be logged as much information as possible, and I am much more comfortable being spied on by Germany than by the US. Germany hasn't been ruled by a whacko death-cult maniac for more than 60 years, and the US came close to having one just a heart-beat away from the Presidency starting in less than a month. Obama is all well and good, but Germany still doesn't scare me nearly as much as the USA does.

I was aware of that. I still hope that the mix idea grows outside of Germany, as when it works it seems to work much better than the tor network.
