oops, sorry - it is still there in the grass 6.4 tcltk gis.m GUI. It is when the main GUI throws an error to a popup window, e.g. as with bug #503371. These tcltk error boxes are rather rare I think*; module errors now go to the output window which is highlightable.
[*] e.g. happens when grass is misinstalled, like when libGDAL is missing. hopefully not an issue for users of the official Debian packages.. anyway I don't think this is really a grass bug, it's more of a tcltk message box feature.
