/etc/transmission-daemon/settings.json is only a symlink to
/var/lib/transmission-daemon/settings.json which points to the wrong
target by the way. The real configuration file is
/var/lib/transmission-daemon/info/settings.json. This is a violation
to 10.7.2 of the Debian policy resulting in local changes being
overwritten during upgrade which is a violation of 10.7.3.
A solution could be to move settings.json to /etc/transmission-daemon
make it owned and writeable by debian-transmission. Place a symlink to
that file in /var/lib/transmission-daemon/info/ and make
/etc/transmission-daemon/settings.json a conffile.
