Package: fdisk-udeb

At over a megabyte, this is one of the larges udebs we have.

Building the binaries in this udeb with -Os -fomit-frame-pointer will
save 16k from the runtime size of the installer, so I think it's worth
doing it.

I also think it would be worthwhile to split this udeb up, so only the
bits that are needed can be used. FWIW, d-i uses the various bits as
follows:

 - On mips, the partitioner uses fdisk, except on the swarm, which uses
   cfdisk. I expect this will change once mips finally goes to partman.
 - lilo-installer uses fdisk and sfdisk to set the active flag.
 - autopartkit uses fdisk

Given this and the sizes, I think the best split would be to keep fdisk
and sfdisk in fdisk-udeb, and split out a cfdisk-udeb. Only this new
udeb would need to include translations, which are another large part of
the size of the package.
