Preferrably these bugs should be not in stable upon release. Minor/normal bugs are not fixed in stable. That is what it means: "stable" -- the development takes place in unstable or testing. You may of course compile new versions of libraries/binaries and install them in /usr/local, but you're on your own then. For TeX Live you may install more recent LaTeX packages in /usr/local/texmf and use them instead of the provided packages.
