I've reviewed the state of the source in 3.2.4-1, and don't see any evidence
that the patch has been misapplied; nor do I see any references to
/etc/samba/private in an inspection of the binary; nor can I reproduce this
failure.

Please provide the output of these two commands, so we can confirm that the
smbpasswd binary you're using is really the one provided by the package.

# which smbpasswd
# debsums -s samba-common
